Defining "Art" is a difficult proposition, even possibly an impossible one. Many have searched for the answer, but it was Shakespeare who wrote, "Beauty is bought by judgement of the eye," [Love's Labour Lost-1588]. This is a sentiment that has been held through history by many cultures and many people, is perhaps the most easily digestible answer.
